This is the Holocaust Memorial. Wikipedia says "According to Eisenman's project text, the stelae are designed to produce an uneasy, confusing atmosphere, and the whole sculpture aims to represent a supposedly ordered system that has lost touch with human reason." We had thought that perhaps the different blocks represented some type of bar graph of numbers over time, but that doesn't appear to be the case, though I think it would've been much more moving if it was.
